The incumbent serves as Senior Science and Technology Service (SSTS) scientist and Director, US National Animal Disease Center (NADC), Ames, IA. NADC conducts basic and applied research on animal disease of economic importance to U.S. agriculture in order to develop national animal disease prevention and control programs. Four research units are included: Ruminant Diseases and Immunology, Infectious Bacterial Diseases, Food Safety and Enteric Pathogens, and Virus and Prion Research Units. Incumbent interfaces with the Area Director, Office of National Programs (ONP), and other management officials to plan, coordinate, and evaluate animal health research programs while managing 45 research scientists and over 200 support personnel. Provides research leadership to multi-disciplinary research teams, and is responsible for formulating and guiding a broad scale, multi-faceted attack on problems in frontier areas of critical importance to national, and international, animal health. Organizes and implements program activities; coordinates activities of research partners and interests of customers and stakeholders; acts as liaison with other governmental agencies and non-governmental organizations. Provides technical information and consultation, both internal and external to the Agricultural Research Service (ARS); and ensures proper interpretation and reporting of scientific research results and information. Manages human, fiscal, and physical resources of the NADC; maintains secure state-of-the-art facilities for the highest level of biosafety and environmental safety standards for high-level biocontainment infectious disease research. Serves as a member of the Board of Directors for the National Centers for Animal Health (NCAH) to provide management, guidance, and oversight in operating the joint $29M NCAH Combined Service Units. As a nationally and internationally recognized authority and leader in the field of veterinary medicine and animal health, has full authority to review and approve results from the NADC for dissemination and publication. Qualifications You must:- Have conducted and published outstanding research in the fields of veterinary science and animal health as determined by a Qualifications Assessment Board;- Have earned a doctoral level degree at an institution of higher education [as defined in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001)];- Demonstrated broad knowledge of veterinary medicine, pathology, virology, physiology, microbial ecology, food safety and security, genomics, biotechnology, cytology, or molecular biology as applied to animal health; - Have national or international recognition as an authority and provide leadership in an area of widespread scientific interest and investigation; and- Meet the qualification standards prescribed by the Office of Personnel Management for appointment to a position at the GS-15 level of the General Schedule. Education Degree: Doctor of Veterinary Medicine (DVM) or equivalent Ph.D. degree in a field related to infectious disease research is required, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, (external link) , has a listing of all AVMA-accredited veterinary medical schools.ORGraduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site, (external link) for information about schools in this category) must meet one of the following requirements. Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG) Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT). Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program).
