Summary of Responsibilities:

Employee oversees the Early Head Start component of disability services by directing special services provided through community partners, nutrition, education and early child development including health tracking monitoring, follow-through and documenting follow-up visits when necessary within the Child Health and Developmental Services content areas to ensure the delivery of services meet Tribal, State and Federal Regulations, including Head Start Performance Standards.

Essential Duties and Responsibilities:

* Develop, implement, and monitor a referral system for disability services. * Coordinate, monitor and track Health services for children enrolled, to comply with Head Start Performance Standards as instructed by Policy Council. * Coordinate and conduct developmental screenings of infants and toddlers within the first 45 days of entry into the Early Head Start Program, making referrals for further assessment as necessary. * Work with families to complete a family file to include medical, dental and development forms and assessments, nutritional assessment, immunization history, parental authorizations for screenings, Family Partnerships agreements, referrals and follow-up, etc. * Participate as part of the Curriculum Workgroup, facilitated by the Site Supervisor, to develop and implement a culturally appropriate curriculum which preserves Native American traditions, practices and language, including take-home follow-up activities in compliance with Head Start Performances Standards. * Coordinate Education and Early Childhood Development services for the Early Head Start Program to comply with Head Start Performance Standards as instructed by Policy Council through teacher mentoring, monitoring education activity documentation and providing technical guidance and assistance to the Early Head Start staff. * Attend Individualized Family Service Plan (IFSP) meetings in conjunction with families and SoonerStart as appropriate, including initial and review IFSP meetings. * Responsible to ensure that assigned children have a completed physical/dental exam within 90 days and appropriate health screening tests within 45 days of enrollment. * Coordinate with nurses for referrals for diagnosis/treatment of possible health/dental problems. * Monitor and ensure the planning and implementation of IFSP for all children enrolled through teacher mentoring and review and approve all IFSP's. * Provide technical guidance and assistance to Early Head Start staff in the area of disabilities, conducting and/or arranging training as deemed necessary by educational needs assessments, classroom observations and staff evaluations. * Ensure the implementation of two behavioral health observations per classroom per year. * Abide by Tribal, State and Federal policies, especially the policy on confidentiality and at all times respects confidentiality of persons requesting and/or receiving services; complies with all Tribal and Program personnel policies. * Other duties as assigned.

Education and Experience:

* Bachelor's degree in Early Childhood Education or related field. * Prior experience working with Head Start/Early Head Start.

Knowledge, Skills and Abilities:

* Ability to communicate clearly and effectively, in writing and verbally, with individuals and groups of diverse backgrounds. * Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders. * Ability to actively listen and give full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. * Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. * Must be able to read, understand, apply and retain knowledge of departmental rules, regulations, and policies. * Outstanding organizational abilities and must be able to prioritize. * Productive and effective time management, flexibility in responding to a variety of work tasks. * Proficiency with basic information technology. * Must be able to stand, sit, and walk for prolonged periods of time in order to properly perform the assigned job duties.

Certifications:

* Cardiopulmonary resuscitation (CPR) and First Aid Certification * Active Driver's License
