IT Business Manager

Under general direction of the Chief Information Officer, the
Business Manager for IT provides leadership for centralized,
enterprise-level technology service delivery. Ensures the areas
technological level remains up to date, defines standards, and
implements new procedures and techniques. Participates in the
strategic planning for the Office of Information Technology.
Supervises and provides functional direction to assigned staff and
student employees. Establishes team goals and objectives.
Effectively collaborates across technology teams and business units
through excellent communication skills, diplomacy and a positive
attitude. Department Specific Essential Job Functions: Administers
the business affairs of the division. Responsible for financial
management, reporting activities, personnel administration and
supervision, and management policy for the division. Develop
budgets for projects within a division/college and prepares
financial analysis and status reports. Directs control of budget,
including collections, custody, disbursement, accounting, and
auditing of all IT funds. Monitors all departmental budgets within
the division. Coordinate reporting activities for a division.
Oversee preparation of area-specific reports. Coordinates approve
documents for personnel actions (hiring, promotion, etc of staff.).
Provide information and interpretation to faculty, staff, and
students. For the Office of Information Technology (OIT), ensures
the success of the division by
- Providing administrative support to the Chief Information
Officer and the Office of Information Technology. Responsible for
IT business operations including budget management, IT procurement,
contract management, and vendor management.
- Managing the daily financial activities of the division, which
include budget preparation and control, accounting, purchasing, and
business planning and management. Monitors activity within budgets
to ensure adequate funding.
- Assists in the preparation and maintenance of the division
budget. This includes preparing purchase requisitions, paying
invoices, billing, maintaining inventory records, and tracking
- Provides budget reports to CIO and OIT leadership.
- Prepares and coordinates annual reports relating to budget,
planning, and technology assets.
- Oversees preparation and reconciliation of PCard statements for
divisions PCard holders and maintains records for
- Directs procurement and payment process for division. Ensures
compliance with University policies and procedures, state, and
federal regulations. Advises OIT leadership on State and University
procurement policies and procedures.
- Assists CIO in selecting vendors, negotiating features, and

- Provides consultation, clarifying policies and procedures, and
resolving problems. Assists in the development of some departmental
policies and procedures.
- Performs special projects, researching and analyzing
utilization data, writing reports, and making recommendations.
- Assists in the establishment of specific and long-range unit
- Participates in internal committees as assigned.
- Assists CIO executive assistant with general administrative
responsibilities for the CIO Office.
- Continually updates skills and knowledge relative to the
position and the technology industry.
- Performs other related duties as assigned. Knowledge / Skills /
Abilities: The successful candidate will possess excellent written,
and oral, communication skills. Ability to maintain a complex
system of inter-related files/systems; devise/adapt office/systems
to changing organization needs. Ability to apply sound human
relations practices in establishing and maintaining effective
working relations with the UCO Community. Ability to work
independently, or with specialized group, while maintaining a
courteous attitude when dealing with students, faculty, and staff.
Ability, and willingness, to complete several concurrent tasks in a
fast-paced, detail -oriented, multi-tasking environment. Must
possess strong customer service and interpersonal skills, along
with strong analytical, organizational, and collaboration skills.
Ability to work directly with senior level executives. This
position requires the successful candidate to maintain a smart
phone on which to receive telephone calls, email, and SMS messages
from servers and authorized OIT personnel. Adheres to and complies

Information Technology's Code of Ethics. Qualifications
Qualifications Required: Bachelors degree or equivalent work
experience that provides extensive knowledge of fundamental
theories, principles, and concepts. Requires the application of
expertise in a chosen field to achieve results. 7+ years of
experience with leading planning, including program development and
innovation, program prioritization, and assessment. Extensive
knowledge and comprehensive understanding of functional area.
Appropriate profession accomplishments and credentials.Expertise
with Microsoft Excel data processing. Full budgetary
responsibilities and managing key metrics of business.
Qualifications Preferred: Bachelor's degree in accounting, finance,
business or related field.Experience in higher education budget
management, computer operation, work management and human
resources. Experience with UCO's financial system,
Banner.Experience with Microsoft Office Suite. Experience with IT
