Job Description:
Summary of Responsibilities:This position is responsible for the
overall operation, management and evaluation of the Early Childhood
Program which includes Early Head Start and Child Care.Essential
Duties and Responsibilities: Prepare and submit grant applications
and essential documents to funding agencies. Provide sound
financial management which includes budget development, budget
revisions, monitoring of all expenditures and cost effectiveness
practices. Implement internal and external reporting systems and
procedures for monitoring and controlling fiscal and programmatic
activities. Work in collaboration with Governing Body and Policy
Council as set forth in Head Start Performance Standards. Direct
program operations in a manner consistent with the requirements of
contractual agreements, laws, regulations, funding documents and
program goals. Develop and maintain necessary policies and
procedures to comply with Tribal, State and Federal Regulations
that govern Early Head Start and Child Care. Supervise subordinate
personnel including hiring, determining workload and delegating
assignments, training, monitoring and evaluating performance, and
initiating corrective or disciplinary actions. Inform Governing
Body, Policy Council of new and changing rules and regulations that
affect Early Head Start and Child Care. Work with Tribal and
community organizations to ensure effective collaborations with
agencies that provide services to children and families.
Collaborate with the program staff, the grantee, and Policy Council
to prepare the annual Self-Assessment, Community Assessment and
develop goals and options based on the information collected.
Evaluate the administration of the Personal Responsibility
Education Program (PREP) by frequently meeting with Tribal PREP
Coordinator. Evaluate and oversee Tribal Child Care Assistance
program as set forth by the Child Care and Development Block Grant
(CCDBG). Conduct reviews on all Tribal Child Care Assistance
providers as set forth in the Iowa Tribe of Oklahoma CCDBG Grant.
Other duties as assigned by Tribal Administrator or Tribal Business
Committee.Education and Experience: A minimum of a Bachelors degree
in Early Childhood Education, Family and Consumer Science or other
related areas. Minimum of 1 year experience in a supervisory role
in the field of Early Childhood. Must have working knowledge of
Child Care regulations and DHS licensing requirements.Knowledge,
Skills and Abilities: Knowledge of culturally diverse populations
and their needs. Ability to handle confidential material, organize
effectively and work independently. Ability to exercise good
judgment at all times, including under stressful, high-pressure
situations. Must be able to read, understand, apply and retain
knowledge of departmental rules, regulations, and policies. Ability
to communicate effectively with families and other professionals.
Outstanding organizational abilities and must be able to
prioritize. Ability to communicate clearly and effectively, in
writing and verbally, with individuals and groups of diverse
backgrounds. Productive and effective time management, flexibility
in responding to a variety of work tasks. Proficiency with basic
information technology. Must be able to stand, sit, and walk for
prolonged periods of time in order to properly perform the assigned
job duties. Knowledge of business and management principles
involved in strategic planning, resource allocation, human
resources modeling, leadership technique, production methods, and
coordination of people and resources. Comprehensive knowledge of
Head Start and child care regulations and requirements, including
but not limited to ACS recordkeeping and reporting
requirements.Certifications: Cardiopulmonary resuscitation (CPR)
and First Aid Certification Active Driver's LicenseConditions of
Employment:The Iowa Tribe of Oklahoma operates a drug-free

in accordance with the Indian Child Protection and Family Violence
