(03/05/2021 Replacement Position). Certification - Administrator. Begins 07/01/2021. Administrator Contract, 240 days. Salary range: $89,856.00 - $99,840.00. Application deadline 03/30/2021 or until filled.-- POSITION TITLE: Director of Special Education DEPARTMENT: Special Services REPORTS TO: Administrator of Educational Services --JOB GOAL: To provide educational programs designed to meet the needs of exceptional children ages 3-21 To ensure compliance with IDEA/504,federal and state laws, and the Board of Education Policies related to special education. To assist administrative supervisors in all aspects of special education, as well as improve services for special education students. --ESSENTIAL DUTIES AND RESPONSIBILITIES:
    • --Demonstrate leadership skills in the management of the Special Education Department staff, goals and objectives.
    • Evaluate and or interview/recommend for all Special Services Department employees which could include delegating some evaluation duties. Supervision of employers include, but not limited to: Special Education Teachers and TA IIs for residential/partial hospital Nurses and LPNs OTs/COTAs/PTs Special Education Counselors (LPCs) Secretaries Others as assigned
      • Develop/Review/Revise district policies and procedures for special education and needs of exceptional children assuring that all policies align with state and federal laws.
      • Monitor Special Education and 504 legislation to advocate for fairly written laws and to make sure Edmond Schools is in compliance with newly enacted laws.
      • Attend or assign someone to attend IEP/504 meetings when site administrators request assistance or when procedures are questioned.
      • Work with our special education/504 attorneys to protect the district during mediation or litigation.
      • Attend SDE meetings and keep the district in compliance with SDE mandates and reporting deadlines.
      • Train special services, special education staff, administrators and counselors on district adopted special education curriculum.
      • Evaluates existing special education programs and researches best practices as an ongoing responsibility to provide recommendations for changes and additions as needed.
      • Budget federal funds completing paperwork and claims as required while meeting all deadlines.
      • Coordinates child find procedures for continuous identification of children/youth with disabilities, including meeting annually with private schools within the Edmond School District boundary lines.
      • Monitor that Special Services coordinators, consultants and specialists are maintaining quality programs and placing students in the least restrictive environments and programs.
      • Coordinates child find procedures for continuous identification of exceptional children throughout the school district.--
      • Develops and monitors procedures for referrals.
      • Evaluate programs and make recommendations and revisions as needed to meet the needs of exceptional children.
      • Assume responsibility for own professional growth and development. Keep current with literature, new research findings, and improved techniques/methodologies; and for attending professional meetings.
      • Develops and maintains complete and cumulative individual records of all students receiving special services or enrolled in special classes.
      • Supervises the preparation and submission of all required reports such as child count necessary for reimbursement of funds.
      • Maintains an inventory of equipment purchased for special education.
      • Initiative and recommends to the Board of Education for approval of contracts required to provide appropriate educational services to exceptional students.--
      • Assists in the recruitment for special education openings.
      • Assumes responsibility for own professional growth and development; for keeping current with literature, new research findings, and improved techniques; and for attending appropriate professional meetings.
      • Perform other duties as may be assigned. --LENGTH OF CONTRACT: Two hundred forty (240) contract days. EVALUATION:-- Performance of this job will be evaluated by the Leader of Special Services in accordance with the provisions of the Board's policies and state law. SUPERVISORY RESPONSIBILITIES: Is responsible for the supervision of Special Services certified and support staff as listed above. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Five years' experience in special education or related field. CERTIFICATES, LICENSES, REGISTRATIONS: A valid Standard Oklahoma Teacher Certificate. Required administrator certification. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, and technical procedures. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups, staff, parents, and the general public. MATHEMATICAL SKILLS: Ability to plan budgets and use the mathematical skills required to do so. Maintain accurate records and support documentation for projects under the supervision of the position. REASONABLE ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. OTHER SKILLS AND ABILITIES: Ability to use computer and computer related programs and other technologies needed to perform essential job functions. Ability to apply knowledge of current research and theory. Ability to establish and maintain effective working relationships with staff and school personnel. Ability to organize and chair or facilitate committees and meetings. Ability to communicate clearly and concisely both in oral and written form. Ability to perform duties with awareness of all district requirements and Board of Education policies.
